Taxi fares from Railway Station to be fixed
ITANAGAR, Sep 15: Taxi fares between Naharlagun Railway Station and Capital Complex/Papum Pare will be fixed and notified soon as there was no uniformity in the fares. This was disclosed by the Rate Fixation Committee formed to fix the taxi fares in a meeting held at the office chamber of the Station Manager, Naharlagun Railway Station today.
A final report of the rates to be fixed as per technical calculation for both Capital Complex and Papum Pare was also prepared in the meeting by the District Transport Officers of both Capital Complex and Papum Pare along with the Senior Station Superintendent, STS, Itanagar.
The committee informed that the light motor vehicles with a sitting capacity of five passengers were taken into account and rates fixed, and the medium size vehicles would be taken up at later stage.
Considering the limited parking area, the Committee further informed that a limited number of vehicles would only be registered and registration would be made in accordance with the existing law.
The committee hoped such effort would help ease the inconvenience faced by the passengers while travelling to and fro from Naharlagun Railway Station.

ITANAGAR, Sep 15: The officials of Kamlang Wildlife Sanctuary Division yesterday released a turtle into its natural habitats in Parsuram Kund.
The turtle belonging to Kingdom Animalia of Geoemydidae family was rescued from a road in Parshuram Kund area by the ‘Clean and Green’ Wakro team.
The Clean and Green Wakro Campaign chief took initiative to promptly inform the officials of the Environment and Forests department about the rescue of an endangered species of turtle. Dr Rabindra Kumar, PCCF, Wildlife soon after receiving the information instructed the officials to take necessary action and advised the rescuers to handover the turtle to Koj Tassar, DFO (Wildlife).
Later, the team of forest officials under the supervision Koj Tassar, Divisional Forest Officer, Kamlang Wildlife Sanctuary Division released the reptile into the forest near Parshuram Kund area.
ATDSU raises voice against illegal construction
TAWANG, Sept 15: Concerned over the increasing cases of illegal construction of structures and encroachment of government land in Tawang, the All Tawang District Students Union (ATDSU) in a letter to the Deputy Commissioner demanded immediate intervention of the district administration to check illegal constructions in the district.
"The alarming increase of illegal constructions in the district, particularly nearby the traffic roundabout near Tawang Gas Agency and DHPD office and encroachment of govt. land is a major problem of the district and needs immediate solution,” said ATDSU President Urgen Dorjee. He said they will be compelled to take the path of democratic agitation if the administration fails to take prompt action against illegal construction.– (Tawang Vigilance)
AMUEU alleges anomaly in enlistment of contractors
ITANAGAR, Sep 15: All Mengio Unemployment Engineers Union (AMUEU) has lodged a complaint with the Commissioner (PWD) of allegedly charging fee from the unemployed engineers (civil), who have completed diploma courses, during their enlistment as contractor (category V) under APPWD.
As per the departmental guidelines, the unemployed engineers, both degree and diploma holders should be enlisted as contractor in APPWD in category IV and V respectively free of cost barring renewal charges.

World Ozone Day observed

25 youth to undergo skill development training at Kolkata
ITANAGAR, Sept 15: In all 25 youths from the state have been selected to undergo six months skill development training in hospitality along with soft skills like Spoken English, communication, internet browsing etc. at Orion Edutech, Kolkota.
State Govt has signed MoA with Orion Edutech Centre for imparting training to the youth and to ensure minimum of 70 percent job placement with a minimum monthly salary of Rs.8,000 immediately after the successful completion of the training.

The cost of the training including food and lodging, traveling cost will be borne by state government under Chief Minister’s Skill Development Mission.
Orion Edutech will impart six months training, both theory and practical including soft skills like spoken English, communication skill, internet browsing etc. At the end of the training the candidates will undergo an assessment which will be conducted by an empanelled and professional organisation. The trade certificate will be provided to successful candidates by National Council for Vocational Training (NCVT), New Delhi.
The (SD&EG) department is sponsoring the youths to undergo skill development training in various sectors and the cost of the training is being borne by the State Government under Chief Minister’s Skill Development Mission.
Free medical camp organised
ITANAGAR, Sept 15: The Arunachal Pali Vidyapith Society, Tezu in collaboration with Changliang Youth Club, organised a one day free health camp at Changling village on Sept 12 last. Medical checkup was carried out by Senior Medical Officer Dr. S. Towang of District Hospital Tezu. Altogether 78 patients were examined and treated. Free medicines were distributed during the day long medical camp.
Speaking on the occasion Sohiyam Khellai, Project Manager of Arunachal Pali Vidyapith Society shared that prime objective of organising the free medical camp is to educate and create awareness about HIV/AIDS. He expressed serious concern over the rising trend of HIV/AIDS cases in Lohit District. He opined that, awareness is the only way to prevent it from spreading.
Noyaso Bellai, President of Changliang Youth Club appealed all to extend their helping hand to fight against HIV/AIDS. He advised villagers to be health conscious and take full advantage of free medical camp with open mind.

IHRA complains against improper implementation of IWMP schemes
ITANAGAR, Sept 15: Alleging that no proper implementation of Integrated Watershed Management Programme (IWMP) schemes have been witnessed in entire East Kameng district, the International Human Rights’ Association (IHRA) has demanded constitution of a high level monitoring committee for proper monitoring and inspection of the sites. The association has written to the Director Rural Development in this regard.
IHRA sought the intervention of the Director to stop further payment to the contractors without physically monitoring the project sites and proper implementation of the projects.

DC directs for entry in NDAL
ROING, Sept 15: Deputy Commissioner of Lower Dibang Valley District, Ravi Dhawan has asked all arms license holders whose licenses were issued from the Roing DC’s office, to get their arms license entered in the National Database on Arms License (NDAL) on or before Oct 1st.
It was also informed that a Unique Identification Number (UIN) will be generated for each license after proper verification and authenticity of license detail. The arms license which have been issued from the district and renewed somewhere else but the renewal information was not provided in this office will not be entered in NDAL unless the license holder renew their licenses at Roing or apply for transfer of jurisdiction of the Licensing Authority to their ordinary place of resident within 15 days from today onwards, added an official release.

ITANAGAR, Sept 15: The State Government has decided to cover all uncovered families
under the Chief Minister’s Universal Health Insurance Scheme in this financial year
for a healthier state by facilitating hassle-
On the second day of the second phase of the State Development Council (SDC) meet held under the chairmanship of Chief Minister Nabam Tuki here today, the Department of Health Services has been advised to coordinate with the insurance company to take the Universal Health Insurance Scheme to those households still uncovered. It was resolved that the department would facilitate posting of regular insurance company staff at Pasighat and Itanagar for enrolling families under the scheme.
In order to streamline the enrolment process, the department would also review consideration of EPIC and census records of citizens for enrolment under the insurance scheme, which is touted as one of the best policies in South East Asia.
In a major decision, the Government directed the Health and Education departments to collect data on places of postings of their respective employees and rationalise placement of officials and staff equitably in all districts of the state within one month. The Chief Minister asserted that the Health Department needs to review its transfer and posting policy particularly with regards to CHCs and PHCs. He made it clear that all the CHCs and PHCs have to be made functional with systematic transfer and posting of medical staff. The department submitted that the Government will focus on making functional all defunct centers instead of creating more health centers.
The Chief Minister informed that the Government is initiating to constitute a committee to look into and streamline the issue of transfer and postings in various departments.
The Health Department has also been directed to ensure posting of medicine inspectors in all the districts and initiate construction of a boundary wall for the Arun City project at Pachin village in coordination with the district administration.
In a major morale booster to students, the Government assured to release their stipend in three installments – on 1st June, 1st September and 1st December.
Acknowledging the role of NGO run schools in the state, the Government decided to frame a proper policy with guidelines to facilitate financial assistance to such schools.
Education department has been also directed to include boundary wall, science laboratories, etc while submitting any proposal for school buildings and to keep on record the physical status of all schools and compile a database, which would be helpful for renovation and other developmental works in future.
The meeting that lasted for more than six hours also decided that training centers with all facilities such as kitchen and necessary equipment would be established for training and orientation of Supervisors and Anganwadis and also to establish rehabilitation centers for drug and alcohol addicts. Flagship programmes like Vidya and CM’s Global Education programme would continue with committed funding from the government. While Vidya would cover more girl students, Smart Classes would be introduced in schools this year.

Simai slams Assam Govt for delay in justice

Late Thuking Tikhak, 19, a resident of Kamba village and a student of Margherita Town College was allegedly raped and murdered by three migrant workers on August 29 while she was returning home from her college. After the intervention of various social and student’s organisations, Assam Police arrested the three culprits involved in the heinous crime in September from Burma camp. Since then the organisations have been demanding capital punishment and transferring of the case to a fast track court.
While interacting with press persons, MLA Laisam Simai who was also part of the delegation slammed the Assam Government for failing to deliver justice.
Simai expressed shock over the silence of Assam Government regarding the tragedy that has sparked series of agitations across Upper Assam. “I’m genuinely shocked, despite the demand of various social and student’s organisations of Margherita constituency to transfer the case to a fast track court as well as award capital punishment to the culprits, the Assam Government pretends to be deaf and a mute spectator. He also condemned the local administration of Margherita constituency for failing to protect its student community.
Besides expressing his solidarity for the cause, Simai thanked the entire social and student’s organisations of Margherita constituency that has been fighting for the cause.
Simai who has been constantly in touch with DC and SP of Tinsukia district, Assam since the tragedy, assured the grieving parents of constant support of the Tikhak community of Arunachal Pradesh until justice is delivered. He also assured to appraise the Assam CM Tarun Gogoi and Margherita MLA Pradyut Bordoloi about the demands of the parents.
The grieving parents along with the villagers said, “We will only be satisfied when the culprits are awarded with capital punishment.”
Tikhak Rung (Council) chairman Izmir Tikhak confided with the parents of the council’s support until the legal battle is won. Earlier, in memory of Late Thuking Tikhak, five minutes silence was observed.
The representatives of Assam Tribal Association, Assam Yuwa Jatiya Parishad Sahba and Tai Ahom Students union that has launched series of protest rally and bandh expressed to continue the agitation until justice is delivered. They cautioned the Assam Government and local administration that further delay will only make their agitation more aggressive. Since the culprit was arrested on Sept 1, various social and students organisations have been demanding for transferring the case to a fast track court.
In the meantime, the 12 hour bandh of Upper Assam called by Tai Ahom Students Union today, demanding justice for late Thuking Tikhak concluded peacefully.

15 days ultimatum served to shift PWD transit office
ITANAGAR, Sept 15: The demand to close down the transit office of PWD Mariyang division at Pasighat and the staffs and officials of the transit office be shifted to Mariyang has yielded no result. The matter was brought to the notice of Parliamentary Secretary PWD, Alo Libang, by a local leader Thomas Borang, who had recommended for the transit office to be closed and shifted to Mariyang with immediate effect.
Irked by the non response of the department, Thomas Borang has given 15 days ultimatum to the Executive Engineer, PWD Division, Mariyang for the shifting. Failing which, he stated of launching hunger strike at PWD division Mariyang on Sept 24 next as the first phase of the protest.

Further it was informed that rubber plantation cannot be undertaken in the higher altitude areas and it is best suited for low lying areas only. The department officials also informed that tea plantation is not feasible in the district because of its higher cost inputs, being high labour intensive, transportation issues and others. Instead, they have suggested for plantation of large cardamom which is not only feasible and viable, but also requires less input cost wise and is even profitable. In order to encourage the beneficiaries, the department has further suggested for financial assistance in cash directly to beneficiaries. The department also presented the demands of the beneficiaries in the meeting. The demands include direct procurement of seedlings themselves, financial assistance for plantation stages such as preparation of field, digging of pits, planting charges, etc., and issue of NPK mixture in place of vermi compost for early stages of rubber plantation.

Literary events mark Hindi Diwas

the Hindi Diwas celebrations, which was held at the Rang-

The PG Department of Hindi, JNC, Pasighat also celebrated the Day. Vice Principal Dr. SD Choudhury, while addressing the students on the occasion, spoke at length on the significance of the Hindi Language in modern India.

The Day was also celebrated by the students and teachers of VKV Kuporijo. The Hindi Diwas celebration at VKV Roing saw participation from various private as well as Government run schools of the district yesterday.
The programme was organised by the District Hindi Diwas Committee that comprises the teaching fraternity of the district, with a motto to popularise Hindi as a link language in the Northeast and the whole country.
A representative of the organising committee informed that although this was the 67th Hindi Diwas for the country, the event was first introduced in the district in 2003.
Principal DIET, Basant Singh said on the occasion that we should take pride in our national language as Hindi today is an internationally spoken language.
Principal GHSS Bolung Abu Saring said that a common medium of communication is very important when there are so many different languages in our country, and Hindi being our national language should be that medium.
Many teachers spoke on the importance of learning Hindi and one of them said on the roles played by the Hindi movies and the television channels in promoting and popularising the language in Northeast. He also said that Arunachal Pradesh is the most Hindi speaking state in the Northeast.
Various competitions, both cultural and literary, were conducted for school children in Jia and Roing blocks. The literary competition included poem recitation, essay writing, extempore speech, drawing and quiz competition, all in Hindi language.

Govt employees lack sincerity
The regular absence of government officials, especially the head of the department, from their place of posting create lot of trouble for the local public. Many attribute such practice as one of the possible reasons for the slow growth of the state. It is seen that many government officials often tend to spend more time in either district headquarter or in state capital. Their reluctance to stay in the place of posting is against the spirit of service rule. After joining service they become the servant of people and it is their duty to serve the people of Arunachal without expecting anything in return.
However in Arunachal situation is just opposite. State government employees always prefer the comfort of district headquarter and state capital. Speaker Nabam Rebia while attending an official programme yesterday at Yupia asked the heads of departments (HoDs) of Papum Pare district to immediately shift their offices to district headquarter Yupia. It is believed that several HoDs are still operating from offices in Nirjuli, Naharlagun and Doimukh. If such is the situation nearby the state capital, then things must be worse in the interior parts of state. Speaker Rebia has raised an important issue which needs serious discussion. Even though government employees are paid handsome salaries, but, often they forget their own responsibilities. They hardly bother about the public welfare. Over the year due to the lackadaisical attitude of the majority of govt. employees their reputation has taken severe beating. Unfortunately even those employees who are sincere and hardworking become the victim of this perception.

On 22nd July, 1999, in a meeting held under the chairmanship of C P Obrai, the Inspector
General of Forests & SS, Govt. of India, it was decided not to register any tea gardens
from Arunachal state without obtaining NOC (No Objection Certificate) from Union
Ministry of Forests & Environment. This decision was communicated to North East regional
office of Tea Board of India, Kolkata and Guwahati. But prior to this decision NOC
was dully issued by concerned District Forest Officers of Arunachal Pradesh stating
that areas of proposed tea garden does not violate Forest Conservation Act.1980 or
Supreme Court order dated 12th Dec, 1996 in Writ Petition (Civil) No.202/95. However

The former PCCF, chief secretary, state forest and environment minister and former
chief minister late Dorjee Khandu had made several correspondence to concern Union
Ministry for simplifying the process of tea garden registration of Arunachal but
yielded no result till today. In my opinion after Chief Minster, the last one to
intervene in this 15-
The Govt. of India had already reportedly kept fund provision of Rs. 1425 cores under the 12th five year plan(2012 to 2017) for promotion of tea in the country but no single penny from this amount will go to small tea growers of Arunachal Pradesh because of the decision taken on 22nd July 1999 meeting on NOC issue.
However, in recent past the Arunachal Pradesh Small Tea Growers Association had written to Kiren Rijiju, Union Minister of State for Home for his intervention in this regard. It would be a great relief for tea grower of this State if Rijiju gets work done.
Seeing the eagerness of small tea growers of this state to take up the tea industry

Though the small growers of the state are not receiving any due incentive from Tea Board of India but their growth is increasing day by day. Today Arunachal has already over taken the Tripura state as tea producing state. The state has found itself in fifth place among the 14 tea producer states of India which is very encouraging for Arunachalee people. I would like to request the Tea Board of India to keep record of all development in tea sector in the state.

Centre deserves appreciation
Dear Editor,
In its landmark decision to decriminalize suicide attempt, the Centre deserves applauds from every corner of the world. The deletion of IPC section 309 from the statute book has really brought a big smile on the faces of the toiling millions of the country. Under the said section, a suicide bid is punishable with imprisonment up to one year, or with fine, or both. Minister of state for home Haribhai Parathibhai Choudhary dropped Section 309 from the IPC on the recommendation of the Law Commission of India backed by 18 states and 4 Union Territories. One of the most notable recommendation given by the 18th Law Commission in its 210th report titled ‘Humanization and Decriminalization of Attempt to Suicide’ i.e. Section 309 of the IPC provides double punishment for a person who has already got fed up with his own life and desire to end it.
Section 309 is also a stumbling block in prevention of suicides and improving the
access of medical care those who have attempted suicide. It is unreasonable to inflict
punishment upon a person who on account of family discord, destitution, loss of dear
relation, or other cause of a nature overcomes the instinct of self-
With the removal of the Section 309, the hoi polloi are free to decide of their life. The landmark decision needs to be practiced positively by every one of us and capital punishment should be awarded to the encourager for suicide.
Hoping the decision will bring down the suicide graph and India’s ranked will be reduced to the lowest from the top.

The media for scandal
Dear Editor,
To be informed about all kinds of happenings around us cannot be always healthy. For healthy thoughts healthy materials are very important. Truly, listening to the inspiring news and knowing about those kinds of facts definitely help generate a stream of positive thoughts. They subsequently energize our heart and soul. Thus, one feels encouraged to think good, do good and be good.
But on the other hand, the nasty news or a series of cheesy information that we hear
over and over again can leave an adverse impact upon our mind-
Yes, in this age of a fast-
Well, the recent outbreak of the saga of lust, conspiracy, and betrayal of Indrani Mukerjea has sent shudder down our spines. But what is worse here is that the way the National media leeching onto it. For over a fortnight they have been harping on it. How on earth they become oblivious of other topical issues and the news that matter the most but keep digging into the privacy of others which only contaminates the psyche of the general masses. Does it not send out the wrong message to our tender youths?
It is often observed that some of the TV channels are so morbidly obsessed that they work up their extra sweat to give twists and turns to sleazy stories. Well before the trial begins in the court of law — the media anchors threateningly pose as heartless judges by falsely convicting the innocent souls. Again, they could even be too soft on a dreaded criminal while too hard upon others, especially those who lack a glamour quotient. Frankly speaking, a huge discrimination is noticed on the basis of gender, caste, creed, race and religion.
Could we forget the recent subversive posture of the mainstream media? With all impunity they showered a whole lot of sympathy upon the murderous terrorist Yakub Memon. How one, who had allegedly orchestrated diabolic bombings in 1993 that killed over 250 innocent people, merits so much of importance? Does it not embolden others to follow in Yakub’s footsteps who might later pose a terror threat to the Nation? Again, what makes the mainstream media judgmental on every crucial issue and deliberately influence the unsuspecting citizens to form the biased opinions? Sometimes it so appears that certain media barons must be with some ulterior motives best known to themselves.
Have we ever seen the American media taking the side of the terrorists? If such case ever happens they will be pulled up and immediately tried for a treason. After the devastating jolt of 9/11 the US government stopped at nothing to enhance its security arrangement and the intelligence network. Without seditious interference from within everything is implacable there now. But, in India it’s quite unthinkable.
